A Study on the Effect of Household Characteristics of Public Assistance Recipients Participating the Self-Support Program on Household Expenditure

Abstract
The Public Assistance(PA) recipient households vary in characteristics, yet such variation is not taken into account when the amount of cash-benefit for a PA recipient is determined. This leads to a situation where individual PA recipient households` economic hardship is not adequately addressed under the current PA program. Although this problem has long been pointed out by PA-related workers as well as researchers, no empirical study has been conducted todate to examine the existence and extent of the problem. In view of this lack of empirical study, this researcher investigate if such household characteristics as having pre-school children, the disabled, the elderly and/or persons with chronic illness within a family actually incur additional household expenditure. For this study purpose, this researcher analyzed the data on PA recipient households participating the Self-Support program in Seoul and Kyunggi Province area. Data analyses show that the ratio of the size of family members with chronic illness and the ratio of the size of the disabled to the size of family have a statistically significant and positive impact on the amount of the household expenditure that exceeds the poverty lined, namely "the standard for cash-benefit." Based on this and other findings, some policy suggestions are made for further improvements of the PA program.
